The presentation of CDU-SPD compromise on future German military service This introduces a new element whose implications extend far beyond the HR debate: volunteers will receive €2,600 gross per month, or approximately €2,000 net. This amount exceeds by €450 the current compensation paid to volunteers participating in the renewable six-month model.

With this shift, Berlin hopes to guarantee a sufficient influx of recruits to support the expansion of the Bundeswehr, which is expected to grow from approximately 65,000 to 150,000 soldiers, while also building a projected reserve of 200,000. However, this bonus reshuffles the balance: it facilitates recruitment among young people, but its sheer size introduces systemic effects for Western Europe. The challenge thus becomes twofold: to successfully manage the German transition without destabilizing the capability environment of its partners.

An exceptional paycheck to structure a massive volunteer program for the new German military service

The political compromise that emerged resulted from a delicate balance. The SPD and Boris Pistorius advocated a model centered on volunteeringinsisting on the need to avoid outright conscription in a still resistant societal context, the CDU, and behind it Chancellor Friedrich Merz, demanded instead a mechanism guaranteeing a minimum flow of recruits. The chosen system therefore combined mandatory questionnaires at age 18, priority selection of volunteers, and the possibility of compulsory conscription if numbers remained insufficient.
