The Indian Ministry of Defence is considering a project worth approximately Rs 3,25 lakh crore, or €28 billion, to acquire 114 Rafale Mostly assembled in India, with an initial phase of local content and a planned ramp-up, this approach addresses an immediate need for available squadrons while establishing national production coupled with the gradual integration of Indian equipment, supported by significant technology transfers, excluding critical software components, which remain protected by the French side.

The chosen balance combines rapid deliveries with the construction of a sustainable industrial base. It opens a phase in which the Indian Air Force must maintain its operational continuity in the face of evolving threats, while also fulfilling the "Make in India" objective and managing the technical and industrial risks associated with a program of this scale.

La proposal submitted to the ministry concerns 114 Rafale Locally sourced, with a stated overall value and a government-to-government format in preparation, this project is on the agenda of a high-level meeting, the first step before a possible referral to the Cabinet Committee on Security for final approval. This prospect formalizes a large-scale operation, establishing a tight administrative timeline and a structuring political decision for the Indian Air Force. Consequently, operational requirements, the contractual framework, and the industrial trajectory are closely aligned with this major contract.
